On aurait là une réponse partielle à des questions laissées sans réponse jusqu'à maintenant, comme celle qui consiste à se demander, par exemple, pourquoi il faut vingt ans au Québec pour construire un hôpital qui ne devrait qu'en prendre quatre, et qui coûtera en bout de ligne de deux à trois fois plus cher qu'ailleurs.</p> <p class="spip">Le problème ne date pas d'aujourd'hui, mais il semble s'être intensifié depuis quelques années. Il faut se rappeler que dans le passé, le Québec avait donné un triste spectacle au monde en construisant un Stade Olympique mal conçu et non fonctionnel, et qui brisa tous les records en coûts de toutes sortes. Ce stade demeure encore aujourd'hui le point de référence mondial du comment ne pas faire en pareilles circonstances. N'est-ce pas là la définition même de la collusion, quand des parties présumées être en négociation décident plutôt de former un cartel public-privé ? La question de fond est la suivante : est-ce qu'un ministère peut fonctionner sans devenir une officine des contracteurs et des firmes de génie-conseil avec qui il fait affaires et avec qui il se doit de protéger l'intérêt public en obtenant le meilleur rapport qualité-prix ?</p> <p class="spip">En mai 1974, le gouvernement Bourassa avait eu le courage de créer une Commission d'enquête sur l'exercice de la liberté syndicale dans l'industrie de la construction (présidée par le juge Robert Cliche, assisté de Brian Mulroney et de Guy Chevrette), alors que la corruption originait alors du monde syndical.
